<p dir="ltr">Opera Software has announced that Opera Mini browser has more than 50 million users in India. The mobile browser is now the third most popular app in India, behind messaging app WhatsApp and social media network Facebook.<br><br></p> <p dir="ltr">“<i>The internet has the power to transform lives and we want everyone to have access to it. FINGERPRINT VERIFICATION TO BUY NEW SIMS

The Department of Telecom is planning to ask the telecom operators to take fingerprints or any other biometric feature of the subscriber, similar to the system in Aadhar, before activating the connection. The telecom department has noted that despite making physical verification system mandatory, cases of unauthorized distribution and access of SIM cards haven't reduced.<br> According to an Economic Times report, the telecom ministry in its note to the DoThas recommended the department to have a central database, featuring biometric details of all subscriber and an option to link with the National Intelligence Grid (NATGRID) for keeping data at one place.<br> The report quotes an official as saying the DoT will first take up the matter with all stakeholders that includes service providers before launching the system. "The issue was discussed even during the chief ministers' conference on internal security here last month when it was pointed out that how SIM cards were being procured by terrorists/ criminals on the basis of forged documents in absence of retailers'and distributors' failure to adhere to the mandatory norms of physical verification," said an official.<br> It's notable the government already has stringent policies for issuing SIM cards. The telecom department last year had made it compulsory for the operators to conduct a physical verification of the applicant before activating a connection. However, there have been multiple reports of the system not being implemented properly.

INDIA WILL HAVE 165 MILLION MOBILE INTERNET USERS IN 2015

According to a report released by the Internet and Mobile Association of India (IAMAI) and Indian Market Research Bureau (IMRB), the country is predicted tohave about 165 mobile Internet users by March 2015. The report titled 'Mobile Internet in India' reveals a sharp rise in the usage of Internet via mobile phones in the country.<br><br /> The report, which covered about 21,000 households from 35 cities,further reveals the number of mobile Internet users in India hadgone up to 87.1 million by December 2012 from 78.7 million in three months. Now more users are accessing the Internet via 2G and 3G dongles and even throughthe tablets, says the report.<br><br /> The report predicts the number ofmobile users will rise to 92.9 million by March 2013, go past 164.8 million in another two years. It's notable the number of mobile users in India stood at 4.1 million in 2009.<br /> Average monthly bill of a user using the web via mobile device isaround Rs. 450, notes the study. About 60 percent of the amount, Rs. 198, is spent on the Internet services, while remaining is spent on the voice-related services. The report describes this as a very healthy trends and says this means users are willing to shell out more than 40 percent of the bill on the Internet.<br><br /> The study also found that the average monthly bill of a user accessing the Internet on mobile devices is INR 450 (US$8.47). Of this amount, 60 percent of those surveyed spent INR 198 (US$3.64) on Internet services while the rest were spent on voice-related services.<br /> Not much to our surprise, e-mail, social networking and instant messaging services emerged as the most used services among themobile Internet users. Ticketing and e-banking also made it to the list.

The Telecom Regulatory Authority of India (TRAI) has directed the telecom operators who had lost their licences to inform subscribers <br /> within 10 days about service discontinuation in circles where they <br /> didn't win spectrum. The licences of Videocon Telecommunications, <br /> Unitech Wireless (Uninor), Sistema Shyam Teleservices (MTS) and Tata <br /> Teleservices are expiring on January 18, 2013. <br /> The termination of services will impact about 2.6 crore subscribers of these telecom operators. So far, only Tata Teleservices and Uninor have informed users about service termination. Tata informed its users Assam, North East and Jammu and Kashmir that its services shall stand <br /> terminated from mid-night of January 18, 2013. <br /> Uninor recently informed its users about service termination in West <br /> Bengal and Kolkata circles and stopped sales of new SIMs and recharge. <br /> Uninor also asked users to shift to other network.

INTER CIRCLE MOBILE NUMBER PORTABILITY TO ROLL OUT BY FEBRUARY 2013

Telecom minister Kapil Sibal on Thursday said inter-circle Mobile Number Portability (MNP) facility islikely to be made available in the country by February 2013. The inter-circle MNP will allow users toswitch service providers even when they move from one state to another.<br /> "For the timely implementation of the National Telecom Policy (NTP) 2012 , the Department of Telecom has finalised broad agenda for next three months from December 2012 to February 2013," says Sibal at the 'India Telecom 2012' in New Delhi.<br /> Besides nationwide MNP , the minister further says, the government is set to finalise somemajor initiatives by February 2013such as approval of spectrum assign and pricing , single licence, M&A guidelines, approval of guidelines for spectrum sharing and fund for R&D and manufacturing.<br /> As per the current MNP system, a subscriber can switch to a different service provider only within his/her circle without changing phone number. However, the new National Telecom Policy 2012 brings MNP implementation on a nationwide level.<br /> The NTP 2012 also envisages nationwide free roaming, which according to the minister, is goingto be available in the country fromnext year . The decision is likely to come into effect from March-April 2013. "Roaming will be free in 2013. We have to get Cabinet approval and then it comes back to us. And then it will be floated,” said Sibal on Wednesday.<br /> It is believed that the government's efforts to implement free roaming at a national level may prompt tariff hike by all major telecom operators. The industry estimates about 8-10 percent reduction in revenues margins if the free roaming comes into effect.

NO ROAMING CHARGES FROM MARCH 2013

Good news for mobile phone users in the country. Roaming charges are likely to be abolished from March next year despite strong opposition from the mobile phone companies.<br /> According to a Times of India report, an internal DoT note datedNovember 23 says the department has listed the move toabolish roaming, as proposed in the National Telecom Policy 2012 , among the 'key initiatives to be completed within the next three months'. The report further says, the department is also looking to popularise Mobile Number Portability (MNP) and allow inter-state portability so that subscribers can retain their phone numbers when moving to a new state in the country. Currently, the MNP facility only allows customers to retain their number within same circle.<br /> The government's plans to remove roaming charges have met strong opposition from the mobile phone companies. It is believed that the roaming accounts for about 10 percent of their revenues, and the move to do away with roaming charges may prompt them to increase tariffs to compensate this loss.<br /> According to an estimate, telecom operators may suffer a loss up to Rs 13,500 crore in revenues.<br /> "Currently, the roaming charges are borne only by those who avail of the roaming service. Operators would need to recover this loss in roaming revenues leading to tariffincrease which will be equally borne by the non-roaming customer base. To create a new tariff equilibrium, the tariffs in some non-affluent parts of country will go up and in other parts will drop," TOI quotes an executive with a leading GSM operator.<br /> Mobile phone companies also say that abolishing roaming charges would lead to free-flow of SIMs across circles on a permanent basis.<br /> "It is possible that SIMs or mobile connections of the circle that offers lowest STD tariff in the country, would be picked up by customer residing in other circles,who will use these to make discounted STD calls since the tariff in their own circles are higher. This potential revenue losson account of this tariff arbitrage would make it necessary for the players to adopt a single tariff pan-India, thereby also resulting in a doing away of 'Local' & 'STD' as a concept," the executive quoted above added.<br /> The Cellular Operators Associations of India has also opposed the government's plans to do away with roaming charges,saying the DoT should first address a range of policy-related issues, such as migration to the unified licence before directing the telecom operators to end the charges.
